Wisconsin Joint Committee on Finance approves Open Book participation
Wisconsin Joint Committee on Finance approved a state budget amendment on a 15-1 vote requiring counties, cities, villages, and towns over 5,000 in population to participate in the state’s “OpenBook” Internet-based expenditure reporting system by July 1, 2015. The motion also states that local governments with existing Web based expenditure reporting systems must coordinate their systems with DOA’s OpenBook system by July 1, 2015.Under Wis. Stat. sec. 16.413, the Department of Administration is required to establish and manage a searchable Web site known as OpenBook, in which all state agency expenditures exceeding $100, including salaries and benefits paid to agency employees, are posted. DOA has been working on creating the Web site, but it is not yet open to the public.
